The Collective Blueprint

Building the Workforce Pathways That Move Memphis Forward

In today’s economy, opportunity functions as infrastructure. Clear pathways into stable, living-wage careers determine who participates, who advances, and who is left navigating fragmented systems alone. In Memphis, The Collective Blueprint (TCB) has emerged as a critical builder of those pathways.

Rather than focusing on one-off training or short-term placement, TCB operates as a workforce mobility engine — designing systems that connect young adults to in-demand careers while reducing the barriers that often derail completion. Through this work, the organization expands economic participation, strengthens workforce readiness, and helps stabilize both households and employer talent pipelines across Memphis.

Advancing the MemphisTEN Vision

The Collective Blueprint’s work directly advances the priorities of MemphisTEN, particularly economic participation, workforce readiness, job creation, and long-term business sustainability.

TCB serves as a “front door” into multiple living-wage career pathways for low-income, primarily Black young adults ages 18 - 30. By combining soft-skill readiness with partner-led technical training, paid work experiences, and employer-connected placement support, TCB helps participants move from disconnection to career-track employment. The organization’s approach strengthens wage growth for residents while supplying Memphis employers with a more prepared and reliable workforce.

A Workforce Mobility Engine With Economic Impact

At the core of TCB’s model is a bundled, participant-centered approach designed to make completion realistic — not theoretical.

Participants receive:

  • Individualized coaching and job-search support
  • Direct access to employer relationships
  • Monthly stipends and transportation assistance
  • Emergency financial support and mental health services

The result is higher persistence, stronger retention, and better long-term outcomes. Young adults secure their first stable, full-time jobs and gain a clearer path to advancement, while employers benefit from reduced turnover and a talent pipeline built for longevity rather than churn.

Who Relies on The Collective Blueprint

TCB is relied on most by opportunity youth — young adults who are out of work and/or school, have limited credentials, and face real-life barriers such as unreliable transportation, childcare needs, housing instability, and the lasting effects of trauma.

Many participants are navigating their first entry into stable employment and need both structure and support to succeed. At the same time, employers and training partners rely on TCB to help prepare candidates who are not only technically capable, but also supported, job-ready, and positioned to stay and grow.

Strengthening Systems, Not Just Individuals

Today, The Collective Blueprint plays a dual role in Memphis’ workforce ecosystem.

As a direct-service provider, TCB supports participants through training completion, credential attainment, and employment placement. As a connector, the organization partners with training providers and employers to reduce drop-off, simplify access, and improve coordination around outcomes. By streamlining recruitment and admissions across multiple pathways, TCB makes an otherwise fragmented workforce system easier to navigate for both residents and partners.

The Collective Blueprint

Reducing Barriers and Expanding Access

TCB actively addresses persistent barriers that limit participation and advancement in Memphis, including transportation and childcare challenges, low postsecondary completion rates, and hiring practices that exclude candidates without traditional experience.

The organization responds by bundling wraparound supports, simplifying entry into multiple career pathways, and working directly with employers to create structured work-based learning opportunities and clearer on-ramps into career-track roles. This systems-level approach reduces friction for participants while improving outcomes for employers and training partners alike.

Creating Stability for Workers, Families, and Employers

By supporting participants through training, placement, and early employment, TCB reduces risk and creates stability at multiple levels.

Monthly stipends and emergency support help participants weather short-term financial instability. Coaching and mental health services improve persistence and retention. Post-hire success coaching and alumni access help graduates stay employed, grow wages, and avoid cycling through unstable work.

Over time, this work strengthens household stability for young adults and their families while building a more dependable, prepared workforce for Memphis businesses.
